You must yield the right-of-way to police cars, fire trucks, ambulances, and other emergency vehicles on the roadway. In fact, based on new 2003 Texas statute, if you see an emergency vehicle with lights flashing stopped on the road ahead, you must reduce your speed to 20 mph less than the posted speed limit and seek to move to a lane away from that vehicle, if you can do so without endangering yourself or other motorists.
When you see an emergency vehicle with red lights flashing and a warning siren, you should immediately move as near as possible to the right curb or edge of the road to create a clear path of the emergency vehicle to pass on the left. But look first. You don't want to cause another collision by trying to get out of the way. And don't stop unless you're on the edge of the road. You'll just slow the progress of the vehicle.
Also, don't follow the emergency vehicle closely after it has passed. It's a violation to follow within 500 feet of such a vehicle.

Do not drive into or park in the same block where a fire truck has answered an alarm. And do not park where you will interfere with the arrival or departure of an ambulance to or from the scene of an emergency. If you can do so without endangering yourself or other motorists, yield the right-of-way to emergency vehicles at intersections where you would normally have the right-of-way.
IF YOU ARE STOPPED BY THE POLICE
If a police officer stops you, you should remain in your vehicle and keep your hands in plain sight. Don't make any sudden movements, and obey the officer's instructions. Complying will help you avoid being arrested and will make the police officer's job as simple as possible.
SCHOOL BUSES
You should always drive with care when you're near a school bus. If you approach a school bus from either direction, and it is displaying alternating flashing red lights, you must stop and you must not pass until it has resumed motion, or the bus driver signals you to pass.
You're not required to stop if the bus is on a different roadway or on a controlled access highway where pedestrians aren't permitted to cross.

FINANCIAL RESPONSIBILITY
DRIVER MUST HAVE LIABILITY INSURANCE
It is a law in most states that all owners and/or operators of motor vehicles have at least the minimum amount of liability insurance to cover those vehicles. In order to comply, a driver must either purchase liability insurance or be self-insured. Upon request of a law enforcement officer, you must show acceptable proof of financial responsibility. In some states it's even mandatory to have insurance when renewing your license, getting an inspection sticker, or renewing your license plate tags. So don't fight it, just get it.
